Yes, you can have high tea at Disney World. In fact, I took my mother as an early birthday gift, because she enjoys that sort of mother/daughter bonding thing, and I enjoy tea.
It was really one of the highlights of the trip. The tea is held in one of the lounges in the lobby of the Grand Floridian, Disney's swanky $400+ a night flagship hotel. That didn't stop me from wearing that ridiculous straw hat and Rutgers shirt, natch.
We both ordered the special "Princess" tea, which is a Rooibos blend. If you're not familiar with Rooibos tea, know that it is delicious. It's a sweet African tea, sans caffeine. And since Celestial Seasonings has their own variety of Rooibos out, I'm guessing it's just about gone mainstream, a lá Chai tea and Green tea and all the other trendy teas you crazy kids are swigging these days. We each got our own pot, and I decided that sugar is exponentially better in cube form.
For a pleasant hour, we snacked on mini tea sandwiches (the gorgonzola and pear being my favorite), a mini onion tart I could have eaten 20 of, scones with butter and jam, and, finally, pastries. I chose the swan simply because it was the most ornate choice.

It actually did taste good, especially after I snapped its neck.
Leave it to me to bring a little dignity to high tea.
